Former Venezuelan President Nicolás Maduro and his wife, Cilia Flores, are expected to face new charges related to the alleged torture of Americans in Manhattan court Thursday.
The charges stem from accusations that the couple participated in the mistreatment of U.S. citizens held in Venezuela.
