Finland built 124 miles of border fencing after Russia allegedly weaponized migration as hybrid warfare against the Nordic NATO member state, a Finnish Foreign Ministry official said.
The barrier was constructed in response to what Finland characterized as Russia's use of migration as a hybrid warfare tactic targeting the country.
