Seattle business leaders are calling on city officials to address open-air drug use and slow emergency response times, citing cases where 911 calls went unanswered.
Matt Humphrey, a small-business owner, said he called 911 to report drug use near his shop but never saw police respond to the call.
The concerns come as business leaders push city leaders to develop a comprehensive public safety plan.
