Harbor's expansion coincides with the launch of individual and family insurance plans in Houston. Open enrollment through Healthcare.gov begins Nov. 1, 2026, for coverage effective Jan. 1, 2027, across 13 of the 29 Texas counties where Harbor currently operates employer plans. The service area encompasses Harris, Montgomery, Fort Bend and Brazoria counties in Greater Houston.

The Village Medical Houston clinics will maintain their existing brand while joining Harbor Health Insurance Company's provider network. Current patients will not need to take action, and the clinics will continue accepting existing insurance plans during a transition period.

Harbor's model integrates primary care clinics with insurance coverage designed by its own clinicians. Plan features include zero deductibles and $0 cost-sharing for specialist referrals originating from Harbor primary care providers.

Larger employers in Greater Houston can access Harbor plans immediately, while individual consumers will have access beginning in November through the federal marketplace.
