A Chicago medical executive who fled to Dubai to escape federal charges appeared in court Wednesday to face allegations that he orchestrated a $15 million theft from Loretto Hospital.

Sameer Suhail walked into a Chicago courtroom in an orange jumpsuit and ankle shackles after being in the United Arab Emirates for more than 18 months. He faces charges including wire fraud, money laundering and conspiracy to solicit kickbacks.

Prosecutors allege that Suhail and his business partner, Anosh Ahmed, created shell companies under various aliases and funneled fraudulent payments through Loretto Hospital, a West Side institution serving low-income patients. Ahmed held dual roles as the hospital's CFO and COO while Suhail's private companies received millions in contracts for goods and services never delivered.

The scheme involved approximately $19 million in fraudulent hospital contracts, according to prosecutors. If convicted, Suhail could face decades in prison.

While in Dubai, Suhail operated a plastic surgery clinic in the exclusive Jumeirah neighborhood and posted photos on social media showing luxury vehicles and designer clothing. In one social media post, he shared an image reading, "These days, you need a job, a side hustle, and a little fraud on the side."

A judge released Suhail on a $5 million bond secured by four properties. He will remain under house arrest with electronic monitoring, which he must pay for himself, and has surrendered his firearms licenses. Federal authorities banned him from contacting co-conspirators.

Ahmed was recently arrested in Serbia and faces extradition to the United States. Beyond the Loretto scheme, he is implicated in a separate COVID-19 testing fraud that allegedly bilked the government of approximately $300 million.
